In this study, we will take a general look at the new conjuncture in the axis of the rising power China and Russia, which has become a war machine, and briefly discuss the historical background of Russian-Chinese relations. It will be questioned why there is no formal alliance between Russia and China, similar to NATO or against NATO. The US and Western attitudes towards the developing military and political relations between the two countries will be discussed. The military, commercial and political relations between Russia and China are undoubtedly a common interest. There are many obstacles to a formal alliance between these two countries. Analyzing the strategic interest partnership between the two countries, this study points to a concept of alignment at the level of the global system that promotes a multipolar world order. The US-Russian rivalry has pushed China and Russia, whose global and regional interests are already aligned, to cooperate on security policies. Russia, whose relations with the West have been strained following the invasion of Georgia and subsequently Ukraine, continues to strengthen its partnership with China. The American threat results in the modernization of the People's Liberation Army of China and a decrease in external dependence. NATO's stance towards Russia, however, increases the possibility of the Russia-China alliance becoming more asymmetric in the future, despite its initial symmetry. In the midst of all these changes, energy resources, routes, transit lines, and supply security are crucial policy factors.
